Our Constitution
Luton Community Watch (LCW) operates under a formally adopted Constitution (1 July 2024), which sets out our charitable objectives, governance structure, membership rules, decision‑making processes, and financial controls.
2 — Leadership & Governance Structure
Executive Officers & Governance
LCW is led by elected Executive Officers who oversee the general control and management of the organisation. Roles include Chair, Deputy Chair, Secretary, Treasurer, and co‑opted members where required.
3 — Standards of Conduct (Nolan Principles)
Standards of Conduct
All members and volunteers must uphold the Seven Principles of Public Life (Nolan Principles), which guide behaviour across all LCW activities.

Membership is governed by the Constitution and includes rules on eligibility, representation, behaviour standards, and disciplinary procedures.

Our Constitution sets out clear rules for Annual General Meetings, Extraordinary General Meetings, quorum requirements, voting procedures, and record‑keeping.

Financial Governance
LCW follows strict financial controls, including dual‑signature payments, annual accounts, Treasurer reporting, and the requirement that all funds are used solely for charitable purposes.
8 — Data Rights & Subject Access Requests (SARs)
Your Data Rights
Under the Data Protection Act 2018, individuals may request access to their personal data. We respond to all Subject Access Requests (SARs) within one month.

Complaints & Concerns
If you have concerns about our governance, conduct, or data handling, you may contact us directly. Data‑related complaints may also be escalated to the Information Commissioner’s Office (ICO).
